South Downtown Anti-Displacement Initiative

Displacement due to rising housing costs is a growing problem in Colorado Springs. Absent major interventions, the city is at risk of losing its historic working-class neighborhoods and much of its naturally-occurring affordable housing stock.

To address this challenge, the Pro-Housing Partnership is working with CONO to bring together residents from five neighborhoods most at risk of displacement right now to create an Anti-Displacement Toolkit for the city. This Toolkit will include a variety of policy tools to address the different ways that displacement can occur, based on neighbors’ lived experiences and on-the-ground expertise.

The five neighborhoods involved in the effort are Mill Street, Hillside, K-Land, Knob Hill, and Stratton Meadows. These neighborhoods are considered most at-risk of displacement due to their working-class character, high percentage of renters, and proximity to major new upscale developments.

Leaders in these five neighborhoods are working to determine which tools belong in the Toolkit based on how displacement is occurring in their communities, as well as to build a powerful coalition that can get the Toolkit adopted by city leaders.
